This BCE includes a revised estimate of savings if Snohomish County PUD was to offer the District an energy incentive as discussed at the December 7, 2006 meeting with the utility. The BCE includes 1) technical memorandum (Blower BCE Final.PDF), 2) spreadsheet calculations (Neuros- PD Blower Payback Analysis Final.PDF), and 3) Snohomish County PUD "announcement" for energy savings program distributed at the December 7 meeting (sno co pud energy inc.pdf). Please note that document is labeled "Final". This is intended to be a final draft for District review. We will incorporatey District comments into the document before preparing for transmittal to Snohomish County PUD. As you know, Enviroquip's scope of work currently includes Aerzen positive displacement blowers for membrane tanks and there are ongoing discussions/negotiations to incorporate Aerzen positive displacement blowers for the aeration tanks into the Enviroquip scope. Enviroquip has recently provided the team with comparative quotes for both types of blowers which were incorproated into the BCE. As described in the attached memorandum, selection of blower type affects the blower number because of turndown capability.
