Jim/David:
Would it be possible to schedule a brief conference
call with you this PM? We are deep into getting the RFP/RFQ package together,
and would like your input on a few issues:
- Our direction with the RFP, which, in order to
entice Enviroquip to bid, will include some deduct options that allow them to
consider utilizing one-stage screening, and utilizing some of the SBR basin
volume for both digestion and the biological/MBR process purposes. They have
stated they will not pursue this project if 2-stage screening and separately
constructed MBR tankage is a requirement. We will have everyone submit a base
bid which requires these things, but then allow them to propose deducts by way
of reduced volumes or retrofitting of existing screens. We have made it very
clear that the City has no obligation to consider any of the proposed deducts,
and we will fix the way that the deducts are calculated. City agrees to this approach, in an attempt
to attract competitive submittals and as a means of exploring some cost
savings opportunities. Primary concern, if existing headworks equipment and/or
SBR basin volume is utilized, is that the deduct amounts also account for
necessary facilities that will be required for maintenance/removal of the
equipment, such as hoists, etc.
- Discussion on the revision to the City furnished
front end Div 0 specifications for the RFP package spec section, as the
manufacturers take acception to some of the conditions that utilities commonly
hold general contractors to. We
are proposing that the Division 0 specs, which include proposed contract terms
that the City and the Supplier will enter into, will be based off of a
template put together by the EJCDC. This template presents contract conditions
more in line with a supplier/utility relationship, as compared to cookie
cutter conditions implemented from a construction contract that reflect a
contractor/utility relationship. The template also includes forms for
establishing conditions for assignment of the contract to the general
contractor at a later date. Local MBR equipment vendors are familiar with
these terms and have accepted them in recent MBR projects. We have forwarded
an example of these Division 0 documents to Jim Kelly for review by the City,
and are proceeding with utilizing them in the RFP/RFQ package. I am going to
forward the example to Dick Warren for review as well.
- Design capacities, in terms of what capacities
initial membrane modules and support equipment will have, what spare capacity
inherent to the equipment package will be required, and any provisions beyond
the 2025 design capacity we are designing to. The City concurs with allocating some reserve capacity
in the membrane supply cartridges - we have drafted in the proposal the
requirement for a capacity of up to 4 MGD (approx. 17% spare) be available if
the cartridges were eventually maxed out with installed modules. With this in
mind, City believes that we should be designing support equipment, where
obvious and appropriate, to the peak condition associated with the eventual
full module installation. City also agrees that part of the decision
evaluation for choosing the MBR supplier should be what the ultimate capacity
of the unit processes that are proposed becomes, if it gets reduced due to
utilizing existing SBR volume, etc.
