BCF Conference Call Summary and Design Decisions: 1. Turning radius is adequate with 20 feet of space between biofilter and end of new composting shed. 2. Build out to the east end of the site is possible with limitations imposed by: A. City standard on building setbacks. (Jim will contact airport and planning department regarding the required distance). B. Alignment of existing sewer lines and potential design solutions for constructing the curing shed to provide access for repairs. (David will contact City crew to locate alignments of sewer and fiber lines.) 3. Compost amendment to biosolids ratio will be 3cy Hog Fuel to 3cy Overs to 1.5cy Sludge, which equals 4cy Amendments to 1 cy Sludge (4:1). Amendments includes Hog Fuel and Overs. 4. Designing the WWTP with a 10-day SRT and without thickening is preferred if the impact on solids dewatering is minimal and a cost savings can be realized. Operating at a 20-day SRT with thickening does not appear to decrease the solids loading much (~1cy/day on average). 5. Dewatering to 15% solids would provide adequate moisture content for composting and save costs handling and treatment costs. If additional water is required in the compost mix, it's possible to add water at the BCF while mixing. The design will proceed with a 15% solids concentration if: A. There is a cost effective dewatering technology that consistently achieves 15% solids. This will be contingent upon further analysis of available technologies, including Centrifuge and Rotary Fan Press. B. This concentration can be easily achieved with a 10-day SRT, without thickening. 6. BCF layout will proceed assuming the biofilter footprint will double (36' x 72') since this is the lowest cost alternative. Further analysis will determine if it is cost effective to consider a synthetic media, or a containerized system (including systems using carbon as a filter medium). Determine the disposal cost if a synthetic media is considered. 7. Total nitrogen in dewatered sludge is currently 50,000 mg/kg (on average), which would be equivalent to a throughput of 240 lb/day with the predicted average solids load for the 10-day SRT. This is similar to the predicted values of nitrogen following WWTP upgrades, and is not likely to increase the composing ratio of 4:1. 8. If the final product storage building extends past the proposed access control gate adjacent to the office, no doors or means of isolating the shed will be required. A push button adjacent to the gate will activate a flashing light mounted near the mixing area to alert the operator. The push button will have a sign to instruct visitors. 9. The maximum stormwater runoff rate from the detention vault should be determined by the City staff familiar with the collection system. 150 gpm would likely surcharge the downstream piping. (Dave asked us to have Jim send an e-mail to the appropriate staff to determine what the maximum runoff rate should be). Other Points of Discussion: - We will provide David with the phone number for the composting facility in Colfax, so that he can contact them about their 4-auger mixer. - A long-term lease of the property south of the BCF is not likely with the current operations budget. However, a short term lease for construction staging looks possible and is still being negotiated. - We will fax a revised site plan to David and Jim using the new design criteria and show the dimensions of each building.
