Jim/Dick:

I am out all day today, but Tom will be emailing you our second cut this morning. Also included will be my responses to Dick's comments on the first cut. Please note one item that we have suggested the City include is a management reserve. This allows you to get a contract value slightly higher than our proposed not-to-exceed value approved thru Council, such that you would not have to go back through them if some unforeseen scope change occurs. An example of what a reserve might be handy for would be if you received a STAG appropriation, and had to do a little follow-up NEPA work - that could then be authorized at your discretion from the reserve.
